Preface

　　The Taihu Basin is a well-developed area with a dense population and centralized cities. The special features of plain river network are the reason to produce comprehensive and arduous problems including flood control, water resources and hydro environment in the basin in a long period of time. Master Plan for Comprehensive Management in the Taihu Basin developed in 1980’s (hereinafter refers to as Master Plan) has been implemented. The initially formed flood control and water resource control system in the basin has played an important role in flood control, water supply security and water ecology environment improvement in the basin. On the other hand, with the rapid development of economy and society in the basin, great changes have taken place in the water, working and social situation.

\r\n 　　According to the Water Law of the People’s Republic of China, the State Council started amending the comprehensive planning in the seven main basin areas in 2007. The Ministry of Water Resources organizes Taihu Basin Authority along with the water administrative department from other provinces(Municipality)in accordance with the requirements of the 2011 central first document The Decision to Accelerate Water Conservancy Reform and Development, the spirit of water conservancy meeting by the central government, the Opinion to Implement the Most Strict Water Resource Management System from the State Council and Taihu Basin Management Regulations, Comprehensive Planning for the Taihu Basin（2012-2030）(hereinafter refers to as the Planning) has been accomplished, based on the multi-requirements from flood control, water supply, water source protection, water ecology repair, as well as the requirements from traffic, agriculture, electric power and tourism, after the main water conservancy problems were deeply studied and opinions from experts, various department of the State Council as well as local governments and related sections in the basin areas were widely heard. In March 2013, the Planning was approved by the State Council as the State Document [2013] No.39.

\r\n 　　The Planning has defined the tasks for the four systems, that is, flood control and disaster defense, water resource regulation, water ecology environment protection and comprehensive management in the basin area. It has determined the framework of comprehensive management in the basin area as well as the main controlling indexes. In the meanwhile, the guiding opinion about the comprehensive management of water conservation partition has been offered; measures in relation to works and non-works on comprehensive management have been arranged and opinions about coordinated development of water-related industries have been presented as well.　 The Planning will be the important basis for the water resource development, saving and protection as well as disaster defense. This brief version has just excerpted the main achievements and content of the Planning. But the new developments and changes related to water conservancy within the basin and regions have not been updated.
