\r\n 　 Management Regulations of Taihu Basin

\r\n

\r\n Chapter I　　　　　 General Provisions

\r\n

\r\n 　　Article 1 The Regulations are enacted for the purposes of strengthening the water resources protection and water pollution prevention, of guarantee the flood control and drought relief, and the security of livelihood, production and ecosystem water use, of the improvement of ecological environment in Taihu Basin.

\r\n

\r\n 　　Article 2　　 Taihu Basin referred to in this Regulation includes the regions north to Yangtze River and south to Qiantang River, west to the watershed of Tianmu Mountain and Maoshan Basin within Jiangsu Province, Zhejiang Province and Shanghai Municipality (Jiangsu Province, Zhejiang Province and Shanghai Municipality hereinafter referred to as two provinces and one municipality, in short ).

\r\n

\r\n 　　Article 3　 The administration of Taihu Basin shall follow the principles of overall plan with all factors taken into consideration, protection priority, promoting benefits while eliminating disasters, comprehensive management and scientific development.

\r\n

\r\n 　　Article 4　 The management system shall, with respect to Taihu Lake, be adopted, which combines the river basin management with the administrative regions management.

\r\n

\r\n 　　The state shall establish and perfect the coordinating mechanism of Taihu Basin management, available to make overall coordination as a whole for major matters in Taihu Basin management.

\r\n

\r\n 　　Article 5　 The departments of water administration and environment protection under the State Council , in accordance with the provisions of the relevant laws and administrative regulations and the duties assigned to them by the State Council, shall be in charge of the relative work in the management of Taihu Basin.

\r\n

\r\n 　　The management agency of Taihu Basin established by the department of water administration under the State Council (hereinafter referred to as Taihu Basin Authority, in short), within the jurisdiction，perform the duties of supervision and administration conferred by laws and administrative regulations and authorized by the department of water administration under the State Council.

\r\n

\r\n 　　Relevant departments under the local people’s governments at or above the county level in Taihu Basin shall be in charge of the basin management issues within respective administrative regions, in accordance with the provisions of laws and regulations.
