Preface

　　The　Taihu　Basin　and　Southeast　Rivers　Water　Resources　Bulletin　(hereinafter　referred　to　as　Bulletin)　is　the　comprehensive　annual　report　about　the　water　resources　condition　of　the　Taihu　Basin　and　southeast　rivers　(hereinafter　referred　to　as　Basin　Area)　published　by　Taihu　Basin　Authority.　It　notifies　the　society　of　the　annual　water　flow,　use　and　quality,　and　reflects　the　development　and　utilization　situation　and　significant　water　activities　in　the　basin　area,　provides　scientific　evidence　for　the　government　macro　decision-making　and　every　department　of　the　national　economy　to　develop　and　utilize　water　resources.　It　lets　all　sectors　of　the　community　be　aware　of　the　water　resources　condition,　promotes　the　whole　society　to　care　for,　to　save,　to　protect　water　and　the　scientific　use　of　water,　ensures　the　sustainable　development　of　the　economic　society.

　　According　to　the　requirement　of　the　Compilation　and　Regulation　of　the　Water　resources　Bulletin　(GB/T23598-2009),　the　bulletin　includes　precipitation,　surface　water　resources,　groundwater　resources,　water　resources　gross,　quality　of　water　resources,　water　dynamic,　water　supply,　water　consumption,　quantity　of　water　consumption　and　significant　water　activities,　etc.　The　result　of　the　Bulletin　is　compiled　on　the　basis　of　data　reported　by　the　provincial　(municipal)　competent　administrative　departments,　in　combination　with　TBA’s　investigation　data　and　analysis　results,　after　summarizing,　analyzing,　balancing,　reviewing　and　coordinating.　Hereon,　I　want　to　express　my　heartfelt　gratitude　to　all　the　provincial　(municipal)　competent　administrative　departments.
