    Preface

      Taihu Basin and Zhejiang-Fujian areas (hereinafter referred to as the Basin Area) include most southern areas of Jiangsu Province, the mainland area of Shanghai Municipality, Zhejiang Province (except for Poyang Lake water system), Fujian Province (except for Hanjiang River Basin, some areas of Huangshan City and Xuancheng City in Anhui Province, which is 245,000 km2 in total. Thereinto, Taihu Basin is located in the core area of Yangtze River Delta with Yangtze River in the north, Qiantangjiang in the south, East Sea in the east and the mountainous areas such as Mount Tianmu and Mount Maoshan as the boundary in the west, belonging respectively to Jiangsu Province, Zhejiang Province, Shanghai Municipality and Anhui Province, in terms of the administrative division and the total area is 36,900 km2.

    \r\n   The Annual Report on Flood Control and Typhoon Prevention in Taihu Basin Area (hereinafter referred to as the Annual Report) is a comprehensive annual report on the flood situation and disaster situation, the work of flood control and typhoon prevention in the Basin Area published by Taihu Basin Flood Control and Drought Relief Headquarters Office (hereinafter referred to as the Taihu Headquarters). The Annual Report is compiled based on the information submitted by the members of the Prevention Command Authorities of each province (municipality) in the Basin Area and Taihu Headquarters. The main contents include the annual flood situation features, the flood loss, work of flood control and typhoon prevention, important events and so on, providing a reference for leaders at all levels and flood control departments to carry out the work of flood control and typhoon prevention.

    \r\n   The flood season of each province (municipality) in the Basin Area is different from one another: that of Jiangsu Province is from May 1st to September 30th; that of Zhejiang Province is from April 15th to October 15th; that of Shanghai Municipality is from June 1st to September 30th; that of Fujian Province is from April 1st to October 15th; that of Anhui Province is from May 1st to September 30th. The flood season in Taihu Basin is unified from May 1st to September 30th in the Annual Report.

    \r\n   The rainfall data used by the Annual Report are flood-reporting information, and the disaster data are the disaster-reporting information. All stations in Taihu Basin take Zhenjiang-Wusong water (tide) level base, except for Shanghai Station which takes Sheshan-Wusong base. The 85 Yellow Sea base is used as the water (tide) level base in Zhejiang-Fujiang areas.
