    Preface

    \r\n   Taihu Basin covers a range of 36900 km2, locating in the core area of Yangtze River Delta, with Yangtze River to its north, Hangzhou Bay to its south, East Sea to its east and Mount Mao and Mount Tianmu to its west. Its administrative divisions respectively belong to Jiangsu Province, Zhejiang Province, Shanghai Municipality and Anhui Province which only takes up 0.6% of the area. The basin is a typical plain river network area, and there are 10 lakes whose surface area is wider than 10 km2. Taihu is at the center of the river system, with the surface area of 2338 km2.

    \r\n   Since the State Council approved Master Plan for Integrated Management of Water Environment in the Taihu Basin (hereinafter referred to as “Master Plan”) in May 2008, the people’s governments and relevant departments in the 2 provinces (Jiangsu and Zhejiang) and 1 municipality (Shanghai) in the basin have vigorously promoted every measure for the integrated management of water environment, strengthened comprehensive governance and management in the basin; and the management in Taihu has achieved initial results: the safety of drinking water is effectively guaranteed; the water quality is stable and better; the management goals recently established by “Master Plan” are basically achieved. Along with the development of the partitional economic society and deep-going of the management work, Taihu management confronts with some new conditions and problems needed solving and there’s still a heavy burden to take and a long way to go. At the end of 2013, with the consent of the State Council, Master Plan for Integrated Management of Water Environment in the Taihu Basin (2013 Revision) is jointly published and issued by the National Development and Reform Commission, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Water Resources and the Ministry of Agriculture. It defines the management goal, major task and project measure till 2020, providing the guiding principle and fundamental basis for the integrate management in the Taihu Basin in the new era.

    \r\n   In order to systematically summarize the relevant work in the management in Taihu Basin, the Ministry of Water Resources Authority in Taihu Basin, along with the Water Competent Administrative Department in the 2 provinces and 1municipality started to compile the health status report of Taihu year after year since 2008, and now complete the compilation of The Health Status Report of Taihu Lake in 2013 for reference of management departments of all levels and people concerned about Taihu
