    Brief Introduction to International Cooperation

     International cooperation has long been TBA’s crucial support of the water regulation and management in the Taihu Basin. After a catastrophic flood took place in 1991 in the Taihu Basin, the State Council decided to fully implement Master Plan for Comprehensive Management in the Taihu Basin. With the support of the State Planning Commission, the Ministry of Water Resources and the Ministry of Finance, the government applied to the World Bank for an emergency $ 200 million loan, which was China’s first flood control program with loan from the World Bank. The successful launching of “the Flood Control Project in the Taihu Basin with the World Bank Loan” not only provided the emergency funds for the management of the Taihu Basin, but also embarked on international cooperation for TBA.

      Later, TBA successfully carried out the bilateral technical cooperation with many countries, such as the Netherlands, the United States, Canada and Japan. Successively completed projects include Water Telemetry System in the Taihu Basin with World Bank loan, Sino-Japan JICA Taihu Eutrophication Survey Project, Sino-US Risk Analysis of Flood in Plain Areas of the Taihu Basin, Sino-Dutch Decision Support System Software Development of the Water Quality in River Networks of the Taihu Basin, and, Sino-Dutch Cooperation of Monitoring Storm in Taihu. TBA also has its share in the cooperation project “the Research of Planning Water Pollution Prevention in the Taihu Basin” between the State Environmental Protection Administration and the Dutch company Grontmij; the special project of international cooperation “Sino-British Scenario Analysis of Flood Future Evolution”; the cooperation with DHI to develop a two-dimensional water quality model of Taihu. Program No.948 was employed to introduce the water quantity and quality simulation model and the system of automatic flow measurement, algae monitoring flow cytometry, underwater robot etc. Relevant research achievements of these projects have been widely used in water resources management in the Taihu Basin. For example, “Decision Support System of Water Quantity and Quality in the Taihu Basin”, accomplished by the TBA, Hehai University and DELFT Netherlands Institute, plays an important role in the management of water resources in the basin, as well as in the diversion pilot project of Water Diversion from Yangtze River to Taihu.Relying on the international cooperation and communication of Ministry of Water Resources, TBA actively participates in the international water-related activities, and exchanges achievements and concepts of the water conservancy research. Representatives are frequently sent to take part in the Stockholm International Water Symposium, Sino-Korean Exchange Meeting of Water Resources, and International Conference on Dams, World Water Forum etc. In addition, we actively exchange the work experience of water conservancy on meetings, and exchange ideas on the difficulties of water conservancy in the basin through combining with the progress and key projects of water conservancy in the Taihu Basin. Therefore, we not only exchange ideas and strategies of water management, understand and master the developing trends and dynamics of the world’s cutting-edge science, but also acquaint a wider range of peers with knowledge of the Taihu Basin.

      In recent years, TBA hosted the Third Conference of Sino-Kazakhstan Joint Committee on the Use and Protection of the Trans-boundary Rivers; Sino-Dutch Innovation Seminar of Water Management; Sino-Japan River Dam Meeting; the 8th Conference of the UN Water and Sanitation Advisory Committee & the Conference of Asian Ministers’ Dialogue etc.. During the 2010 Shanghai World Expo, TBA, on behalf of the World Water Council, built the World Water Council Pavilion in the Shanghai Expo Park, and was responsible for its operation. The pavilion that represented “water for life and water for development” ideology received a total number of more than 500,000 domestic and foreign tourists, including the Head of State of Monaco--- Prince Albert II, Dutch Crown Prince and other important guests. It successfully held forum session and Honor Day. It also held theme exhibitions organized by the international organizations, such as International Commission on Large Dams, International Water Association, International Water Resources Association, International Irrigation and Drainage Commission, Japanese Water Forum, Korean Water Forum, International League of Natural Protection etc..

      Thanks to its distinctive geographical and water conservancy of the Taihu Basin, and its advantageous location in the metropolis of Shanghai, TBA has been successively visited by government delegations or technical staff from America, Canada, Britain, Netherlands, Brazil, Malaysia, Korea, Japan and other countries, with the general target to exchange management concepts and the governance technologies in the basin.

      For the years to come, the international cooperation work of TBA will take a need-oriented principle, serve the comprehensive governance and management in the basin, actively explore and establish the mechanisms for international technology cooperation that includes resource sharing, smooth information, systematic service and multilateral participation; and achieve a breakthrough in terms of enhancing the innovation capacity and improving the service levels, so as to promote and support the sound development of the water conservancy in the basin.
