    Introduction to The Water Resource Management And Protection in the Taihu Basin

     The Taihu Basin finds a position in the areas that are the most economically developed, densely populated and with greatest potential. Yet it is also one of the areas with the most acute man-nature conflicts. With the development of society and economy, the constant increase of water consumption and effluent emissions leads to the reduction of water quality and lake eutrophication. To effectively improve the water environment and ensure the safety of urban water supply, Taihu Basin Authority (hereinafter referred to as TBA) has taken much effort and achieved fruitful success in promoting the basin water resources management and protection in terms of both depth and range.

    To constantly improve the water resource conservancy planning system in the base area

      To effectively protect the river water environment and reasonably develop water resources, TBA has systematically analyzed the present situation and economic-social demand the water environment and ecology are facing with, based on the on-site investigation and assessment according to the characteristics of the water resources in different areas around the basin. it successively organized to formulate the following schemes and regulations: Master Plan of Water Resources in the Taihu Basin, Comprehensive Planning for the Taihu Basin, the Security Programme of UrbanDrinking Water Sources in the Taihu Basin, Key Basin-wide Water Conservancy and Restoration Project, and the Groundwater Utilization and Protection Planning in the Taihu Basin, etc. Measures are accordingly executed to promote the rational development, efficient utilization, comprehensive saving, effective protection, optimal dispatch and overall harness of the water resources.

      Since 2012, the compilation of the Taihu Basin Water Resource Protection Programme has been close to finish. The Programme focuses on the overall layout of water resource protection in the basin area, the distribution and remediation of the river sewage outlets, water ecological restoration, drinking water source protection, endogenous and non-point pollution controlling. In addition, requirements are put forward in the restoration and management of preventing and controlling the river and lake contamination in the Taihu Basin. Since this year we have been organizing to formulate the Taipu River Conservation Planning, trying to give more specific, comprehensive and practical measures to guarantee potable water source safety, promoting hydro-ecology conservation and restoration, contamination control and regulation, as well as the integrated governance and supervision of the rivers and lakes, on the basis of the increasing importance, uniqueness and the main problems of water resource conservation of Taipu River are facing with.

    To further the implementation of the strictest water management system

    As one of the most important measures to facilitate the irrigation reform and development as well as the water sustainable recycling utilization, China’s most stringent water resource management system was launched in 2011, and has become an institutional top design to solve water resource problems. Opinions of the State Council on Applying the Strictest Water Resources Control System, Notice of the General Office of the State Council on Issuing the Measures for Assessment of Implementation of the Strictest Management System for Water Resources, and the Implementation Plan for Assessing the Implementation of the Strictest Management System for Water Resources issued by the General Office of the State Council and other related institutional guidance are formulated successively, hence implementation opinions and requirements on assessment.

      TBA spontaneously practices works out the requirements proposed on applying the strictest water resources control system. First, we have completed the performance assessment of functional pollutant carrying capacity red line in the basin, and finished the preparatory work of the assessment. Second, we have promoted the all-round supervision of the lake, including 614 lakes and rivers around Taihu and south east areas approved by the State Council. Third, we have improved the supervision management of river sewage draining outlet and implemented the most strict approval system of the outlet setting. Fourth, we have fully checked whether the key drinking water resources reach the safety standard or not, and cooperatively worked with local authorities in researching and investigating the construction of potential water resources..

    To strictly implement the "Taihu Basin Management Regulations"

    In 2011, China issued Taihu Basin Management Regulations, the first comprehensive administrative regulations targeting the governance of Taihu, focusing on the aspects of drinking water, water conservation, water pollution control and other provisions. In accordance with the regulations, the Ministry of Water Resources approved the Management Measures of Water Functional Area of Taihu Basin in August 2013. It became the nation's first water basin management regulation, which includes clear partition management, pollutant carrying capacity emissions volume limitation, construction projects as well as the river outlet supervision and management, etc. It provides the institutional guarantee in the strengthening of the water resource protection.

      Followed by the formal implementation of the Regulation, TBA monthly carries out the inspections in those important functional areas of Taihu, Wangyu River, Taipu River etc., for a comprehensive knowledge of their water quality, exploration, pollution emissions, etc. Any illegal behaviors were reported to the local government, and this has effectively solved several violation cases. TBA monthly conducts water quality monitoring of waters across provincial boundaries around the Taihu Basin, the functional areas and the main rivers which flow into the lake. TBA Relevant information is formulated monthly as briefings and sent to the local authorities. Not only does TBA pay close attention to the water quality of Water Diversion from Yangtze River to Taihu, the water quality of water source of Taihu and cyanobacteria investigation around Taihu, but it also actively responds to sudden water pollution incidents and ensures the safety of water supply.

    To proactively promote the integrated management of water environment in the Taihu Basin

    After 2007 Wuxi water supply crisis, the State Council approved the establishment of inter-provincial (municipal) joint session system on water environment integrated treatment in the Taihu Basin in 2008, which was led by the National Development and Reform Commission. Master Plan for Integrated Management of Water Environment in the Taihu Basin was approved by the State Council and then in 2013 the Plan was implemented (2013 revision).

      To promote the integrated management of water environment work, since 2009, TBA has formulated Annual Report of Health Status of Taihu, based on the status of its annual natural water quality and nutritional status, health status. The report is distributed at the joint conference. We have completed Master Plan of Water Environmental Governance in Dianshan Lake and submitted to MWR, relevant content has been made into the overall program revision; and in February 2012, a forum was held to discuss the provincial-municipal cooperation mechanism on Dianshan Lake water resource protection and water pollution protection-management, then an exchange of liaison groups was established. According to the requirements by the joint meeting, the information sharing platform development and construction on the Comprehensive Treatment of Water Environment in the Taihu Basin was completed, the preliminary information sharing on water quality thus has been achieved among water sectors. For the data inconsistency problem of the water conservation monitoring, we first proposed the program of Joint Monitoring of Water Quality in Taihu, and implemented the joint monitoring twice with the local water departments.

      For six years, the effect of water environment comprehensive treatment is remarkable. Compared with 2007, in 2013, the evaluation of Taihu water quality shows that it has improved from Class V- to Class V; The water quality of main rivers into the lake around Taihu has been improved significantly, with one Class V- river, compared with 13 V- rivers in 2007; the water quality pass rate has steadily improved, with 33.7% in 2013 in key functional areas, compared with 22.5 percent in 2007.

    To perform the exploration of the civilization construction of water ecology

    The Eighteenth National Congress of the CPC includes the ecological civilization into the "Five in One" overall layout of socialism with Chinese characteristics. It determines the important strategic plan to vigorously promote the construction of ecological civilization, demanding an increase of the overall ecological civilization level and building a beautiful China. Following this way, MWR issued Comprehensive Promotion of Water Management System and Mechanism Innovation. It proposes new requirements on the establishment and implementation of water ecological compensation system, the promotion of water resources and water ecological protection, and the construction of water ecological civilization.

      According to the deployed plan by Ministry of Water Resources, the TBA earnestly completed the program review and guidance in terms of pilot scheme on urban construction with water ecological civilization in the Taihu Basin. It has organized its first program review on Huzhou, Ningbo in Zhejiang Province and Qingpu District in Shanghai. During the following-up on the progress of its implementation, the authority is performing the second batch of programme review on Wenzhou, Quzhou, Jiaxing, Lishui in Zhejiang Province, Minhang in Shanghai, Putian, Nanping in Fujian Province, etc.
